A claypan is a dense clay layer under the topsoil that water barely moves through. Rain stops there and perches, keeping the ground wet into spring. Pavement over wet subgrade flexes, cracks and heaves with frost. Drainage and a compacted rock base are the fix.
Can you pave in fall or early spring?
Often, yes, but the subgrade has to be workable and the mix has to go down warm enough to compact properly. On claypan ground that perches water, a wet spring can push a job back a week or two. We would rather wait than pave over mud.
