Why does my driveway crack along the same line every year?

Usually the base, not the asphalt. Clay subsoil common here swells with water and shrinks as it dries, and frost lifts anything sitting on a wet base. A crack that returns in the same place is telling you the ground under it moves. We fix the base first.

Can you pave in the river bottoms?

Yes, with the base built for wet ground. Low parts of the county are floodplain, and a pad laid over soft, saturated subgrade will rut. We check drainage, add crushed rock where the subgrade is weak, and slope the finished surface so water runs off instead of standing.
