More than 75 caves and 100 springs are recorded in the county, so water moves underground as well as over it. Grade, ditches and a compacted base matter more than surface thickness.

Shape it so water leaves the surface early instead of running the whole length. That means a crown or cross slope, ditches or culverts where the grade collects water, compacted rock in layers, and supported edges. Thickness alone will not stop a washout on a slope.
