Most soils here formed in loess over a flat Illinoian till plain, and the wet, nearly level ones have depended on tile drainage since the 1870s. Ground that needs tile to grow corn needs help under pavement too. We proof the subgrade, remove soft material, compact the aggregate base in lifts and set a grade that carries water off rather than letting it stand.

Because water has nowhere to go. On nearly level ground there is little natural fall, so we build the fall in: a graded subgrade, a compacted base and a surface pitched toward an outlet. Without that, water sits, works into the base and lifts the pavement in a freeze.
