Clayey soil over dolomite drains slowly, and the red cherty clay in the dissected hills behaves differently again. Freeze-thaw winters work on both. The soil survey says low strength on several of these soils can be corrected with suitable base material, which is exactly what we build: rock compacted in layers under a graded surface.
Before you sign anything, get the base depth and the compacted asphalt thickness on paper. Two bids that look far apart are often just two different pavements.
