Winters here bring freeze and thaw, and slow-draining soils are common in central Illinois farm country. Water that sits in the base freezes, expands and pushes pavement apart. We dig to firm ground, compact base rock in lifts and set grades so rain leaves the surface and edges quickly.
A cheap bid usually gets cheap somewhere you cannot see. Ask what depth of stone goes down, how thick the asphalt is after rolling, and who fixes it if water still stands.
