North county uplands formed in loess, and the county soil survey names low strength and frost action as the limits for local streets, with adequate base material plus ditches and culverts as the fix. Clay under asphalt holds water, and freeze-thaw winters lift it. We grade for runoff and compact rock in layers.
Before you sign anything, get the base depth and the compacted asphalt thickness on paper. Two bids that look far apart are often just two different pavements.
