Claypan holds water within a foot or two of the surface. A wet base under asphalt cannot carry a load, and winter freeze-thaw lifts and drops what is above it repeatedly. That is why we spend time on grade and compaction. The surface is the part you see, and the base is the part that decides how long it lasts.
When you compare bids, ask each contractor for three numbers in writing: the compacted asphalt thickness, the base depth, and what happens to the water. Those three decide how long the surface lasts.
